Peter Uteger was a student from Greg Heffley's class, who he's been going to school with since at least elementary school. He was the only student of which Greg can think of who broke the "Last Name Rule."
According to Greg, Peter was the smartest boy in their class up until sometime in 5th-grade, when some of the other students started teasing him about how his initials sounded when you said them out loud (P.U.) This led to Peter not raising his hand anymore, so he wouldn't be teased, and he apparently went from being a straight-A student to a C-student.
