Peter Uteger was a student from Greg Heffley's class in his 5th grade. He was the only student of which Greg can think of who broke the "Last Name Rule".
According to Greg, Peter was the smartest boy in their grade up until sometime in 5th-grade, when some of the other students started teasing him about how his initials sounded when you said them out loud. This led to Peter not raising his hand anymore, so he wouldn't be teased, and he apparently went from having an A-average to a C-average.\
Greg later shows some sympathy for him, because he helped begin the beleaguering of Peter, but says at the same time that he often brags about it.
