He appeared to look like a middle school student and a little like bully with his teeth sticking out and freckles.
Consequences
He burst into tears and wets his pants for getting into trouble by his father because Frank's father Mr. Heffley told Billy's father about his actions of bullying his son and was told not to bully other kids again.
