Template:InfoCharacterBilly Rotner is a friend of Rodrick and a community service guy for stealing a pack of sour gummy worms at the convenience store.

His excuse for stealing the pack of sour gummy worms is that he wanted a pack for himself after his brother never let him have any, when they were supposed to share a pack as kids.

In Old School, when Greg tries to make an escape from the tyrannical girl-scouts during the park cleanup, Frew and Billy Rotner follow him out of the bushes.
