Bill is one of Frank's coworkers. In Diary of a Wimpy Kid: The Third Wheel, it is revealed that before Greg was born, Susan spoke to him through a microphone and speakers. She also made Frank tell Greg about his day, and Frank says that he told Bill he did sign the bottom of the 1044 and flipped the paper over so he could see for himself.
