He appeared to look like a middle school student and appears to look sort of a bully with his teeth sticking out and freckles.
He hasn't been seen since so it's unknown how he looks as an adult.
Consequences
He burst into tears and wets his pants for getting into trouble by his father because Frank's father Mr. Heffley told Billy's father about his actions of bullying his son and was told not to bully other kids again.
