Rodrick's Pen pal was a girl from the Netherlands. She must be an adult since she was seventeen when Rodrick was in middle school. She was only seen in Rodrick Rules when Greg found Rodrick's letters from her in Rodrick's junk drawer and she hasn't been heard or seen since.
