Mrs Tuttle is an elderly woman whose house Rodrick and his bandmates toilet-papered because she complained to the police that they were too loud. This was revealed in a road game the Heffleys play in "The Long Haul". Shortly after it is revealed Rodrick did that, Susan Heffley makes Frank pull over, while Rodrick is forced to call Mrs. Tuttle and apologize.
